A large cost-sharing grant for black-owned industrial businesses building or expanding manufacturing capacity, usually paired with IDC or NEF loans.

BIS supports majority black-owned and managed industrial businesses that are expanding, modernising or starting manufacturing operations in the dtic's priority sectors. It contributes 30% to 50% of the project investment (capital equipment, plant, working capital for the project) up to a R50 million cap, with the rest usually financed by the IDC, NEF or a bank.
Projects are expected to be substantial (historically R30 million and up) and to create jobs and localise production. Applications are assessed by the dtic's Incentive Development and Administration Division against the black industrialist policy criteria.
Who qualifies
More than 50% black-owned and managed manufacturing business; owner actively involved in operations; a project in a priority sector with a funding plan for the balance.
How to apply
Submit on the dtic incentives portal with a business plan, financials and funding commitments; the dtic's BIS team engages before formal submission.
