The vision of the National Empowerment Fund (NEF) is to become the leading provider of innovative transformation solutions for an economically inclusive South Africa. The NEF is a driver and thought leader in promoting and facilitating black economic participation by providing financial and non-financial support to black-empowered businesses, and by promoting a culture of savings and investment among black people. In pursuit of its mandate, the NEF provides financial and non-financial support. Financial support is comprised of the provision of innovative financing products to black-empowered businesses via five funds: the uMnotho, iMbewu, Rural and Community Development, Strategic Projects, and Women Empowerment Funds. Non-Financial support provided includes the following services: pre-investment support; post-investment support; turnaround, workouts and restructures; and socio-economic development and asset management.

The vision of Northwest Transport Investments SOC Ltd (NTI) is to be a premier provider of sustainable transport services and investments in South Africa and beyond. The Entity was established in 1973 as a parastatal company solely owned by the North West Provincial Government. The NTI group, through its subsidiary Northwest Star, has been the primary source of transport in the North West Province since its inception during the days of the erstwhile Bophuthatswana. With the growth of the company, transport services were also extended to the provinces of Limpopo, Mpumalanga and Gauteng to thousands of commuters.

The legislative mandate of the KwaZulu-Natal Economic Regulatory Authority (KZNERA) is to provide for the regulation and economic empowerment of the liquor and gambling industries in the province of KwaZulu-Natal. The legal mandate of the KZNERA is to implement both the KZN Liquor Licensing Act 6 of 2010 (Liquor Licensing Act) and the KZN Gaming and Betting Act of 2010 (Gaming and Betting Act).

The main strategic objectives of the Gauteng Liquor Board (GLB) are: effective governance and regulation of the liquor industry, ensuring ethical business practice andempowered stakeholders; promotion and maintenance of an effective and efficient regulatory system for the liquor industry; and maximisation of the benefits derived from the liquor industry and minimisation of the potential negative impact thereof.

The Strategic Economic Infrastructure Investment Programme (SEIIP) of the Gauteng Provincial Government makes provision for the establishment of an Industrial Development Zone (IDZ). In 2002, the Minister of Trade and Industry designated three pieces of land totalling 725 hectares, to this purpose. The land is located in and around the OR Tambo International Airport (ORTIA), which was selected due to its strategic role in logistics and trade within the province. The Gauteng Industrial Development Zone (GIDZ) Development Company was formed to develop and operate the ORTIA IDZ. The purpose of the ORTIA IDZ is to provide an efficient import and export duty-free zone for high value added, light manufactured goods that are exported via air freight. The subsidiary's vision is to contribute towards the transformation, development and growth of post-minerals extraction processing and beneficiation industry sectors. Through this IDZ Development Programme, the GGDA subsidiary aims to provide a destination for strategic investments from and within export manufacturing industries.

The National Health Laboratory Service (NHLS) is a national public entity established by the National Health Laboratory Service Act 37 of 2000, to provide quality, affordable and sustainable health laboratory services, training and research. It is governed by a Board and is responsible for ensuring that diagnostic pathology services are provided to more than 80% of the South African population through its countrywide network of quality-assured diagnostic laboratories. The NHLS was formed in 2001 by the merger of the former South African Institute for Medical Research (SAIMR), the National Institute for Virology (NIV), and the National Centre for Occupational Health. It is governed by the National Health Laboratory Service Act, the NHLS Rules, and the Public Finance Management Act (PFMA) 1 of 1999 (as amended). The NHLS assists with communicable diseases, occupational health, and cancer surveillance in addition to providing diagnostic pathology services. It has specialised institutes such as the National Institute for Communicable Diseases (NICD), which includes the National Cancer Registry (NCR), National Institute for Occupational Health (NIOH), Forensic Chemistry Laboratories (FCL) and South African Vaccine Producers Association (SAVP). The NHLS employs over 8 000 people and has laboratories in all nine provinces of South Africa. It is critical to the South African healthcare system, because it is the sole provider of diagnostic pathology services to a large portion of the population.

<p>The National Assembly (NA) is one of the two Houses of Parliament. The National Assembly is responsible for choosing the President, passing laws, ensuring that the members of the executive perform their work properly, and providing a forum where the representatives of the people can publicly debate issues.</p><p>The Speaker is the head and spokesperson of the National Assembly. The Speaker has many responsibilities, which include constitutional, statutory (in terms of the law), procedural and administrative powers and functions. The duties of the Speaker fall broadly into three categories, namely: presiding over sittings of the House, maintaining order and applying its rules; acting as representative and spokesperson for the Assembly and (with the Chairperson of the Council) for Parliament; and acting as Chief Executive Officer for Parliament, in conjunction with the Chairperson of the Council.</p><p><br><br></p>

<p>The National Council of Provinces (NCOP) is one of the two Houses of Parliament. The NCOP is constitutionally mandated to ensure that provincial interests are taken into account in the national sphere of government. This is done through participation in the national legislative process and by providing a national forum for consideration of issues affecting provinces.</p><p>The NCOP also plays a unique role in the promotion of the principles of Cooperative Government and Intergovernmental Relations. It ensures that the three spheres of government work together in performing their unique functions in terms of the Constitution and that, in doing so, they do not encroach on each other's area of competence. This ensures that synergy exists between the spheres on matters of concurrent competence.</p>

<p>The Coega Development Corporation (CDC) is the global award-winning public entity that is wholly owned by the Eastern Cape Provincial Government in South Africa, mandated to develop and operate the 9 003 hectare Coega Special Economic Zone (SEZ) in terms of the SEZ Act 16 of 2014. Coega, as it is commonly referred to, was established in 1999, with its headquarters located in the Nelson Mandela Bay Metropolitan area in the Eastern Cape Province. It is the home of legends, including the late statesman, Nelson Rolihlahla Mandela. The CDC's executive authority is the Eastern Cape Provincial Government, under the Department of Economic Development, Environmental Affairs and Tourism (DEDEAT).</p><p>Coega's vision is to be the leading catalyst for championing socio-economic development through providing competitive investment locations, facilitating holistic infrastructure, and value-adding commercial business solutions. Coega's main product offering comprises: the Coega SEZ including the Nelson Mandela Bay Logistics Park where Volkswagen South Africa is situated and providing Tier 1 services; commercial business solutions - Coega Human Capital Solutions, Coega Corporate Travel, 3-star Vulindlela Accommodation and Conference Centre, 4-star Bluewater Bay Sunrise Hotel, Events Management Services and business consulting solutions; and project management services - infrastructure development and facilities management as implementing agent for government departments such as the Departments of Health, Basic Education, Social Development, and the National Department of Public Works, to mention a few, with a total projects portfolio of R2-billion per annum.</p><p>The Coega SEZ is specifically designed along the cluster model, linking related industries and their supply chains in close proximity to one another to maximise efficiency and minimise turnaround times. The SEZ is ISO certified in quality, health and safety, environmental, as well as Integrated ICT management systems. It is demarcated into 14 Zones focusing on key sectors: metals/metallurgical, automotive, business process outsourcing (BPO), chemicals, agro-processing and aquaculture, logistics, trade solutions, training and development, energy and maritime. The Coega SEZ is South Africa's number one, leading prime industrial zone as well as the preferred investment destination in Africa for local and international companies seeking a transhipment hub, gateway to African and world markets. Currently, Coega has 45 operational investors, with an investment value of R11.579-billion private sector investment and R9.53-billion foreign direct investment. In line with its mandate, the CDC achieved 112 974 jobs and trained more than 100 000 people since its inception in 1999 - thus celebrating 21 years this year. The biggest investors at Coega include the R3.5-billion 342MW Dedisa Peaking Power Plant and the R11-billion BAIC - SA's Vehicle Manufacturing Plant (SKD).</p><p>CDC is an implementing agent (IA) for government departments, utilising its expertise in infrastructure development and facilities management to provide project management and supply chain management capacity in order to fast-track the implementation of the country's infrastructure development programme. Some of the government departments assisting in this area include the: Eastern Cape and KwaZulu-Natal Departments of Education, National Department of Public Works, Eastern Cape Department of Health and National Department of Basic Education, among others.&nbsp;</p>

<p>The mission of the Western Cape Department of Environmental Affairs and Development Planning is to promote a resilient, sustainable, quality and inclusive living environment in support of human well-being.</p><p>The Department's strategic goals are: sustaining the ecological and agricultural resource bases; sustainable and integrated urban and rural settlements; good governance, integrated management and increased economic opportunity through low-carbon development, resource efficiency and the biodiversity economy.</p><p>The Constitution provides that everyone has the right to an environment that is not harmful to their health or well-being; and to have the environment protected, for the benefit of present and future generations, through reasonable legislative and other measures that prevent pollution and ecological degradation; promote conservation; and secure ecologically sustainable development and use of natural resources while promoting justifiable economic and social development.</p>
